Starting a career in the public service is often a difficult transition. There are many rules and cultural norms that at first glance don't seem to make sense or inhibit innovation. The confusion that some new public servants feel can be overwhelming, the messages they receive contradictory. Success or failure in the public service is often left to a mystical combination people, organizational architecture, routines and culture. Sometimes that combination works out on its own, sometimes you have to make it work. In Nicholas' case, he had to make it work.
